Territorial Recruitment Centres (TCC/ТЦК) impose liability under Art. 210 of the Code of Administrative Offences (CAO/КУпАП) (breach of military registration rules) and Art. 210-1 CAO (breach of legislation on defence, mobilisation preparation and mobilisation). A fine decision can be appealed, but the deadline is short: 10 days from the date it was issued (Art. 289 CAO). A missed deadline is renewed only for valid reasons.
Decisions are often drawn up with violations: without proper notice of the hearing, with errors in the data, without evidence of the offence itself. We check the offence report (protocol) and the decision, determine where to apply (to a higher authority or to court under Art. 286 of the Code of Administrative Procedure (CAP/КАС)) and prepare the documents on time.
When to seek help
- The TCC issued a fine decision, and 10 days have not yet passed
- You learned about the fine from enforcement proceedings or through a frozen bank account
- The case was heard without you and without proper notice
- You were fined for failing to appear on a call-up notice you never received
- The offence report or decision contains errors in data, dates or legal classification
What the lawyer does
Analysis of the offence report and decision
We check the grounds and classification under Art. 210 or 210-1 CAO, and compliance with the hearing procedure, deadlines and your right to defence.
Choosing how to appeal
We assess what makes more sense in your situation, a complaint to a higher authority or a claim to the administrative court, and explain the consequences of each option.
Claim within the 10-day deadline
We prepare the claim under Art. 286 CAP and, if the deadline was missed for valid reasons, an application to renew it, and file via the Electronic Court system.
Representation in court
We take part in the hearing remotely or in person, submit explanations and evidence and, if necessary, appeal the judgment to the court of appeal.
Action in enforcement proceedings
If the fine is already being collected by compulsory enforcement, we check whether the proceedings were opened lawfully and explain how to deal with frozen accounts.
Documents to prepare
- The fine decision and the offence report, if it was handed to you
- The call-up notice or other documents on which the offence report was based

Frequently asked questions
What happens if I do not pay a TCC fine?
If the decision is not appealed and the fine is not paid on time, it may be sent for compulsory enforcement. In that case, under Art. 308 CAO, the fine is collected at double the amount, and the enforcement officer may freeze accounts and seize property. So it is best to decide whether to pay or appeal immediately after receiving the decision.
Can I appeal a fine if 10 days have already passed?
You can ask the court to renew the deadline if it was missed for valid reasons, for example if the decision was not served on you or you learned about it from enforcement proceedings. These reasons must be supported by evidence. The court decides on renewal case by case, so you should act as soon as you learn about the fine.
Do I have to go to court in person?
No. We file the claim via the Electronic Court system, and the lawyer takes part in the hearing on your behalf under an advocate's warrant, remotely or in person. Your presence is usually not required unless the court specifically requests it, but you can join the hearing online if you wish.
